    Abstract: This article used a series of telephone interviews to examine experience of teachers and school administrators in the selection and implementation of whole-school improvement models. The research analyzes transcripts from 86 telephone interviews, grouping them by topic area. The study found that common considerations for the selection of the comprehensive school reform models included ensuring an alignment between the model and the school's needs and obtaining commitment for the program from school and district personnel. Implementation considerations included (1) the culture of the school, (2) capacity building (professional development and technical assistance), (3) curriculum and instruction, (4) resistance to change within the staff, and (5) student outcomes.
